UIL Parents & Guardians Guide
UIL Knowledge Base — Welcome
Rank One Texas UIL Portal

Welcome, Texas UIL Schools

Managing eligibility and student participation shouldn't mean chasing paper, re-keying data, or wondering where a form stands. Your UIL forms now live in one connected system — with every step visible to the people who need it, and built around a single goal: keeping students eligible, safe, and ready to participate. Whether your district is brand new to Rank One or has used us for years, this guide walks you through the process, one clear step at a time.

UIL-Approved Workflow One Auditable Record Real-Time Status
The UIL PAPF & Eligibility Flow

Every state form follows the same simple path. Three products, four roles, one shared record — so a PAPF moves from a family's hands to the state office without a single document leaving the system.

1
Parent Portal
Guardian & Student

Families complete their state eligibility forms in your school's branded Parent Portal. Eligibility is presented first, so the most time-sensitive step gets done before anything else — with translation available for every guardian.

2
Logistics
School Staff — Current & Previous

Both the receiving and previous schools review and verify the submission inside Rank One Logistics. No paperwork delays between campuses — each school sees exactly what it needs to confirm, right where they already manage rosters and eligibility.

3
DEC Review
District Executive Committee

Once both schools have completed their portions, the District Executive Committee (DEC) reviews the form and records the eligibility determination. The form is then automatically routed to the UIL State Office, and the receiving school and parents are notified simultaneously. The sending school is not notified.

4
Organizational Control Panel
UIL State Office

The form arrives on the UIL dashboard automatically once the DEC records its ruling. The state accepts and files the form across districts in real time — closing the loop on the same record the family started.

Frequently Asked Questions

What is the Previous Athletic Participation Form (PAPF) and why do I need it?
The PAPF is a critical UIL eligibility document that captures a student's prior athletic participation when they enroll at or change schools. It's essential for determining student eligibility and ensuring compliance with UIL regulations.
How do I submit a PAPF form as a parent or guardian?
As a parent or guardian, you complete the incoming student PAPF through the Rank One UIL Portal by navigating to Student Management and selecting Incoming Student. You'll answer prescreening questions about your student's previous athletic participation to help determine eligibility.
How do I access the PAPF form as a parent?
Go to www.rankone.com/parent, select Forms and locate your school. Sign in or create a new account. Claim the student for whom the form will be filled out. If your student is enrolled in a Texas school, you will see any required forms and can begin the process.
What are UIL waivers and who can apply for them?
UIL waivers provide opportunities for students facing extenuating circumstances to gain varsity eligibility they might otherwise not have. Applications for the 2026-2027 school year begin in July 2026.
